Summary:  Enhancement request: chunk availability ranking

Original Submission:  A great enhancement for not so common files would be a 
ranking of chunks based upon their availability. Rare chunks of a file should 
be downloaded immediatelly upon becoming available. This would presumably 
greatly increase overall availability of chunks and therefore of complete files.

It is VERY annoying to see, that almost all connected clients show the same 
availability pattern so my client is going to assimilate this pattern, too. 
When there is a client making available those chunks that the others havent, it 
is discouraging to see, that my client first sucks the commonly available 
chunks first, often loosing the rare one again.
