Summary:  Upload limit don't work with several sources / files

Original Submission:  Upload limit don't work with several sources / files

In version 2.5.16 => upload limit to 6KB/s --> i see maximun traffic on my 
router to 14 KB/s with 15 Files to download and 0 in incomming.

In version 2.5.21 => upload limit to 6KB/s --> i see maximun traffic on my 
router to 21 KB/s with 15 Files to download and 0 in incomming.

In version 2.5.16 the upload was not really respected but we can calculate it 
to 2x of the upload limit. But with version 2.5.21 the real upload go 3x to 4x 
the fixed limit. Then the bandwith is saturate.

Also the limit of upload is quiete respect if you don't download anything (but 
it is rarely the case for me...)
