[Mingw-cross-env-list] use http mirrors of packages

Hello!
FTP servers seem to block Tor and even VPNs.
For example, I failed to download
ftp://ftp.gnu.org/pub/gnu/binutils/binutils-2.23.2.tar.bz2 in Tor
Browser: 425 Security: Bad IP connecting
So, I can't use MXE from Tor'ified or VPN'ed environment.
At the same time, same package can be downloaded from
http://open-source-box.org/binutils/binutils-2.23.2.tar.gz (http
mirror).
MXE checks hashes of downloaded files, so it doesn't matter from where
to download them. Please, could you provide HTTP mirrors for packages,
at least for main ones?
