Another idea: What about removing `freetype.mk' and `harfbuzz.mk',
replacing it with `freetype-harfbuzz.mk' so that those libraries are
always installed together?

Ideally, harfbuzz should be split into two packages, since the part
needed by FreeType is quite low-level, but its author doesn't have
time (and interest, admittedly) to do that.
