I am not the author of diffpdf or pdfgrep, but the windows versions contributor.

Filing a bug on each outdated package URL does not make sense to me.
There are too many :-(

As Daniel Stonier recently wrote (search "Mingw in a production
environment") we need some central repository for MXE packages or at
least a dynamically updated URL directory.
