You are right. I was confused: the failure was not due to
PKG_CONFIG_PATH, but due to errors on my part. Sorry for speaking too soon.
Anyway, thanks for the detailed explanation!
PKG_CONFIG_PATH_i686_pc_mingw32 looks like a good idea.
