This is really strange. Your browser is showing you an old
version of the site. Do you use an HTTP proxy at home or
in your company? If its just the browser, you could also
try to press "Ctrl+Shift+R" to force a complete reload of
the site.

Alternatively, you can take the latest development version
("hg pull -u") and open the file "doc/index.html" in your
browser. This will show to you the latest documentation.
You'll find the "Creating Packages" menu entry there.
