Follow-up Comment #6, bug #28833 (project maposmatic):
IMHO a proper solution would be to split the map index titles localisation
from the sortign code and just run a locale according to country borders
(AFAIK they are all set up in proper relations these days). So for example if
you choose to render a city in Poland it would use i18n_pl_generic, for France
i18n_fr_generic etc when the "No localization" option is selected. Or a proper
unicode sorting trick, but it would break the street name handling...
