AFAICT, nowhere :}
But you can get make 3.79.1 from mingw.org:
http://sourceforge.net/project/showfiles.php?group_id=2435
And my 3.80rc2 build there:
http://visual-mingw.sourceforge.net/zip/make-3.80rc2/mingw/
You should also try MSYS. Its make program has less limitations than W*in32
ones. Now it depend what is your purpose.
