This list does not maintain that site, nor have we had many emails from
gnuwin32 maintainers. If you have problems with the gnuwin32 distro
port of m4, you need to contact the maintainers of that distro.
Meanwhile, might I suggest that you try the cygwin project, at
cygwin.com; it has a fully ported up-to-date version of m4 that runs on
Windows, along with a lot of other useful GNU programs, and a maintainer
that participates actively on this list (disclaimer: I may be a bit
biased, seeing as I am the maintainer of the cygwin port of m4).

Are you asking about installing a pre-built m4 (in which case, my
suggestion of cygwin still holds), or on building m4 yourself (assuming
you have a compiler and access to the source tarball, and again, using
cygwin for gcc as the compiler may still be easier)? This list tends to
favor free software compression methods (gzip, xz, ...) over the
proprietary zip format.
