That's an authoring/accessibility error, it requires fixing in the web page, although you are unlikely to get it fixed.

<NOEMBED> (which itself is a proprietary extension) is not intended to say hard luck, but rather to provide content that only requires support for HTML, not for plugins.

RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
