"lh" is something that lynx happens to recognize that isn't in the 4.0
spec. "high" appears to be just something experimental that HV didn't

The help-file that I got points HTML 3.2 to <www.w3.org/MarkUp/>, not
<www.w3.org/MarkUp/Wilbur>. For 3.0 it is not needful to point to
<www.w3.org/MarkUp/html3/Contents.html>; <www.w3.org/MarkUp/html3/> is
enough.
