I wouldn't recommend a guest user of a public access Lynx being allowed to
edit either file, .lynxrc or lynx.cfg.  It's hard to imagine an administrator
of such a Lynx wanting the .lynxrc file saved from Lynx.  The -anonymous
switch should shut down all possibility of executing external programs and
saving to disk by default.  The administrator should have to purposely
configure Lynx to open up any holes and give leeway to the guest user.
