For some reason, lynx is dropping part of the path.  Let's see if I can
show the difference ...

Via lynx, the URL that attempts to refresh is:
http://webpac.cml.lib.oh.us/cgi-bin/wprs1201.shtml?temp=1&;


Via Netscape, the URL that I end up with (I presume this is not a result of 
a redirect, but of the refresh):
