lynx-dev "Download Options" page not on history list

This bug exists in the oldest Lynx binary I could find (version 2-4 from
1995) and still exists today in 2.8.5dev.15: the "Download Options" page
does not get entered properly into the history stack.  To demonstrate,
use 'd' to download something.  This gets you a page with the title:

  Download Options (Lynx Version 2.8.5dev.15)

>From there, use any of '=' (Information about the current document),
'backspace' (History Page), or 'L' (List Page).  Finally, use PREV_DOC
(left arrow, 'h', 'u', '4') to go back a page.

I expect this to take me back to "Download Options".  Instead, I'm back
at the page from which I hit 'd'.

This can cause a long download to be lost, which is painful.
