For practical purposes, the archives on flora are what people use for seeing
that something has been discussed/reported. (Yes, it would be nice to have a
"real" bug-tracking system, but unless someone prunes it down, it wouldn't be
workable). What I do is save in my local mail anything that looks relevant,
and then prune that down in a batch as I'm working on fixes. A bug-tracking
system would miss a lot of the context (discussion on alternative ways to fix
something).
