Lynx is on version 2.8.4dev at the moment, so I don't know what
version 3.1.0 would be. You don't mention which OS you are using, which
might help us recommend some utility software for you. I use NetBSD,
which has man pages for catopen and catclose, but not gencat and catget
(there is a catgets).
The NetBSD package "gettext" uses GNU gettext, at version 0.10.35nb1.
Other OSes may use different flavours of this code.
