FYI: A wee bug, evidently.
  (Perhaps long ago fixed on newer version -- this .18 is
   what I have avail on my isp)

First, I have numbered-links "on".

I try reading a certain news article, but it
has a bad url or something, and I get taken
to their "OOPS! Address Failed" error-page, one link on which
is a form to fill out, to give them some (email?) "feedback".

So I clicked on that, and ended up at (via "="):

Then, what actually happened is that I pasted
the article-heading (5 lines long) plus a blank
line and the url (gotten from bottom of lynx
screen) of where the full article was supposed to be.

All that, plus my first couple of lines of "intro"
about their having a bad url -- all that
came to MORE LINES THAN WERE AVAIL in that
"blacked-out" entry form.  So lynx, of course,
(or someone, anyway) dynamically adds MORE lines
for type-in (here, paste-in).

THE PROBLEM:

The "numbered links" of the FILL-IN-AREA were
added and had properly i++ incremented link numbers (originally
[8] thru [17]), was NOW [8] thru [24].  (Fine and good!)

HOWEVER -- that "submit button", that HAD been [18],
STAYED at [18] on the screen, even though the L-page
(well, References does fine) shows it as now HIGHER (got 
pushed down).

Here is the page AFTER I (by hand) added "too many" lines:
