Yes, the program is in english. All the documentation files in the
source tree are in Japanese though though not the code (obviously!) and
code comments. It's a bit difficult to navigate your way around the
bindings in the beginning but you can compile w3m with a "lynx key
bindings" mode.

That would be real nice if only for the key bindings and basic options
(please).
