I've tried to pull a few lines out of Hiroyuki's diff file so as to
build a Lynx-2.8.2 distribution using Borland C, but there a lot more
changes than I thought at first. So I propose to have Tom release 2.8.2
as it stands now (assuming no suprise build failures) and then begin
integrating Hiroyuki's changes for 2.8.3. My tests using his compiled
version have shown great new features, some of which would be nice to
include for other platforms. For instance, a timer is shown displaying
how long a read has been delayed.

If no one thinks users will be confused, I will include links to
Hiroykui's executable on the release page, with explanations about how
it differs from the main development version. If anyone else has Win32
binaries built for 2.8.2, please speak up.
