Looking at the page source, one could say that the problem is in dev.19 and
prior.  Those lines that are right-justified are in table rows with
align=right.

One really has to wonder what exactly they were trying to accomplish with all
those tables.  There is one main table with two rows.  Each row has three
cells, each of which spans two columns.  Each of those cells has a table with
no border, and a single row which is right aligned.  This row has two or three
cells, the first of which is left-aligned.  What a mess.
