You mean - go into the Makefiles and figure out how to skip that part.
As far as I can tell, there isn't a make option to 'build lynx and skip
the po directory'.

Because the makefile generated by configure uses them - all we want to do
is to type "configure ; make install install-help install-doc" and have
working code appear.

Because other software wants/needs NLS and so it is build and maintained.
