This is the right place.  Using a DOS copy of Lynx, if I want the root 
directory of my E: drive and I am logged onto C:, the URL of the root 
directory is
  file://localhost/e:/
  It is true that this is incompatible with the Windows browsers' 
nomenclature.  I think there are other forms which will also work, but 
this is a starting point.  The key is the localhost part.  The 
developers can give you a better explanation, and this is being 
changed from time to time as people work on the Wintel ports.
