This is supported by the Amaya browser, which also has a monospaced text
mode table display (it's pretty ugly as it doesn't have very flexible table
width calculation and ends up with very awkward wraps in small columns.

It doesn't do frames at all, at least not last month.

(It's the W3C research browser.)
