You can't tell if slipper is working fine unless you've dialed out
and connected to your ISP (I assume you have tested online with some
kind of dialer).
Before changing ISP's I used cslipper (CSLIP) quite a bit.
If you're going to stick with SLIP then try out NetDial for your
dialer. Current version is 1.30 I believe (ND130.ZIP?) available
from SimTel. I don't think tvdog has it on the site separately.
The batch file I used was setup to use Frank Molzahn's SLIP drivers
but I left in the slipper/cslipper lines for future use. I can
send that your way if you decide to use NetDial.
