Howdy fellow developers!

This bugreport came up after some discussion about Lynx on the
Debian User mailing list.  I love lynx for various tasks and I'd
love to be able to do colorisation on a per user basis to allow
different users different colours.

After asking on debian-user it turned out that Lynx is missing a very
important configuration feature.  It seems that the used colours can
only be configured in /etc/lynxrc but not on a per-user basis in
~~/.lynxrc.  The latter is very important if you have a mono display
connected to the machine but are normally working from remote.  You
won't get an acceptable display in one of the ways.

The second thing it that we couldn't find documentation about the
magic numbers in the colourisation.

Every line looks like

COLOR:1:red:black

Could this please be documented and implemented (per-user
colourisation).
