In my opinion, yes.

A while ago there was a student in this group who wanted to do a
javascript clone for lynx. Does anybody know if there were any results
of this project?

Java: maybe it is possible to borrow code from mMosaic (a variant of
NCSA mosaic which, among other features like tables, supports java
(using kaffe). The extensions do not run under the NCSA copyright but
under GPL.
