LYNX-DEV configure "makefile" will need editing

With the changes that have been made to INSTALLATION and the probable
removal of README.configure, references to the latter file that are in
makefile need to be reworded.  The section below "# Set SITE_DEFS" is
particularly important in this respect.  It might be useful to identify
which defines have options for the configure script and which ones
don't, sort of opposite to the --help option output.

"# -DDIRED_SUPPORT  (see README.configure)", for example, might be
changed to "... see INSTALLATION)", or perhaps even better, all the
defines for which there is a configure option could be tagged with
an asterisk and explained as a group.

Until all defines have an option, people will be snooping around.
