LYNX-DEV Error in Fotemods BUILD.COM?

I just downloaded FOTEMODS.ZIP of Oct. 6 and applied it to base Lynx 2.7.1.  I 
then used BUILD.COM to build it.  BUILD.COM apparently fails to include 
HTCHARGEN in [.www.library.implementation] because no object for it was created 
and the linker complained that it was undefined.
