As I suspected, it's not "HTTP'd" URL's. but "HTTPS" URL's. This page is
a secure form, and lynx does not support SSL security in the vanilla code
due to US export restrictions on encryption. If you are a US citizen and
have the capability to compile your own copy of lynx, there are a couple
of ways to provide SSL support for lynx. Otherwise, your best bet is
going to be to use another browser for this particular page.
