LYNX-DEV segmentation fault on OSF/1 machines

Configuration: lynx 2.7.1 with
http://www.slcc.edu/lynx/fote/patches/
fotemods.zip 14-Jul-97 12:45 840K
patches. Running on a DEC Alpha OSF/1 3.2c system.
I get a segmentation fault immediately when running lynx. The problem is
that HASH_FUNCTION defined in HTAtom.c returns a negative hash value
(because char is signed). The following patch fixes this:
