It depends on your user base.  I have "guest" on my system take
users to Lynx, and nothing else.

Look at the "ANONYMOUS" flags.  You can disable specific features
that you might not want "guest" to do, like general email.  The
anonymous user can be any account name.

(Personally, I would give everyone accounts and make them learn
passwords so I could trace their activities. How long could it
take to add 500 lines to your password file?)
