Well, with that in mind, I'm not so sure the troff is a good idea.
INSTALL and INSTALL.html may not be for the same audience.
I've put a first cut "INSTALL" into
http://www.bcpl.lib.md.us/~jspath/lynx/INSTALL
It's taken from Tom's README.configure. The generic autoconf install file
is also there as INSTALL-GENERIC.
I would also suggest moving all the CHANGES files into a subdirectory
called "history". Further, I think it would be useful to have the
semi-standard docs "ROADMAP" and "WHERE" in the main directory. A
draft roadmap.html is in the same directory as above.
