I gave y'all less than half the picture in asking about HTML-izers
for C.

The system you really want 

        Represents everything in the C you can reduce statically (including
        name resolution) in HTML.

        Uses Lynx as the source viewer in a symbolic debugging
        lashup.

For starters one could find or implement the C --> HTML compiler
and a lynx-trace-file --> HTML filter that would reference the
right anchor names in the former document.
