My personal choice would be a personal preference to override
the lynx.cfg: "SYSTEM_MAIL:/usr/lib/sendmail" to something
such as:
"PERSONAL_MAIL: elm -s %subject -i %workfile %addressee"
Then I could exploit my Elm aliases, and edit the headers to
whatever extent Elm permits. I could define this as
a PRINTER, but how would I capture the Subject?

Yah. I'd certainly prefer that to the manifestly bogus
"X-Personal_Name: Sender's Name" header currently generated.
And it would be much friendlier to even moderately smart
MUA viewers which display the personal name if it exists
in the From: header, but have no understanding of any X-
header.
