This message is not generated until the file HAS been downloaded.

Of course it has been downloaded to the machine on which Lynx is running.

If you are running a shell account on that system, then simply chose
option 1.  If you are not, the answer depends on what option 2 is, but
it is most likely that you will need to consult the support people for
the site running Lynx and get them to explain how they have configured
it or extend the configuration.

If you have access to the configuration file, you can arrange to run
kermit, zmodem, xmodem, etc. etc..
