LYNX-DEV ALIGNment problem

A problem with Lynx2.6 handling of <P ALIGN=...> shows up in the
following document:

  URL: http://www.indigo.ie/egt/standards/tc304wg2/tc304wg2doc/n617.html

which is (in the relevant part) Wilbur-valid according to Webtechs,
although it is poor HTML since it uses <BR> instead of <P> in the main
text to effect line breaks.

Lynx uses right-alignment throughout the document, although that is
clearly not intended (neither by the human writer nor by the markup).

Near the top it looks like this:

<BODY BGCOLOR="FFFFFF">
<CENTER><IMG SRC="centc304wg2.jpg"></CENTER>
<P ALIGN=Right>CEN/TC304/WG2 N617<br>
Date: 1996-09-14
<hr>
<H2>Title: [...]</H2>
[ rest omitted... ]

Inserting a </P> before the <hr>, where it would be implied if P
was treated as a container element with optional close tag, "fixes"
the display...

I don't know whether the alignment handling should be changed, or
how to do it, or whether that would create more problems than it
solves. Just pointing out a real example where it fails, I guess..
