That looks OK, but it wouldn't hurt to prepend a {7E} to make sure the receiver knows you're staring a PPP packet.

and here is  what I receive from Serial port

Let's try to decode your data and see:

{7E}{FF}{7D}{23}{C0}{21}{7D}{21}{7D}{21}{7D}{20}{7D}{32}{7D}{22}{7E}{FF}{7D}{23}{C0}{21}{7D}{21}{7D}{21}{7D}{20}{7D}{32}{7D}{22}

After unescaping, we get:

    {FF}{03}{C0}{21}{01}{01}{00}{12}{02}
    {FF}{03}{C0}{21}{01}{01}{00}{12}{02}

Those are not valid packets.

Does your hardware have a 16 byte FIFO on the serial receiver?  Is your serial port receiver interrupt driven?  What baud rate are you running at?
