What happens if you reverse the order in which you try each port?  Is it
still 1500 and 1600 that fail, or is it now whichever is first in the
list.  What happens if you change the order that the client connects to
the ports in?  Is it still 1500 and 1600 that fail, or is it now
whatever the client tries to connect to first?
