Details:

I tried the netbiosns and noticed it doesn't respond to questions, this is
because they're dropped by the initial "/* packet too short */" check added in
b2ef9d90. This check currently expects a packet with the size of a response,
attached patch adds a "question" type and verifies vs that size instead
