Details:

- add ethernet_output() for a common way from IPv4, IPv6 and others to
transmit ethernet packets to netif->linkoutput (e.g. different functions
taking one or more of src, dst, proto, vlan etc. arguments)
- add input filter hook function to react on/implement unknown RX ETH protos
