Follow-up Comment #6, bug #31828 (project lwip):
I checked the code base I tested this with and it was there - your comment
referring to the RFC tipped me off. Unless there were more than one patch and
I have the original.
The key here is I did NOT use DHCP with fallback to AutoIP to get the lwIP
device IP set. I believe the AutoIP ARP exchange may be setting up the ARP
and with a static AutoIP address it there is no ARP set up for replying.
