Thanks for taking a look.
For the avoidance of confusion, I think you're describing the case where the
window is not zero, but we can't send because the head of the send queue is
bigger than the available window.
This is something I'd overlooked, so I think you're right. Probably the
easiest solution would be to just start the persist timer in that case, and
send the one-byte probes just as we would in the zero-window case. I'll look
into this later.
