Summary:  New version of ethernetif.c - now compatible with etharp

Original Submission:  lwip/src/netif/ethernetif.c has a big comment at the top 
that it is not in sync with the EthARP API.

The attached file is a replacement ethernetif.c that has been brought in sync, 
and can be used as a template for an Ethernet device driver.

(the Category drop-down didn't really have a suitable category: I would have 
liked one saying Driver)
