Hi Matt,

I eventually go around to making a change so that toolchains (and other
files) will be downloaded from their URL first before trying the GPP.  I
tested this against the raspberry pi toolchain that Mike uploaded.

As a consequence of the URL being htpps, I had to change the wget in
LTIB host packages to support this.  So if you want to try this, you'll
need to update and then run : ./ltib --hostcf -p wget
once that's done, just run ./ltib as usual.
