Yes, I found it after I sent out my note.

The cell 'rule' is revealing that while rlines and rragged right justify
the text, it's not pushing the text to the rightmost side of the cell...or
so it seems.  It doesn't seem to matter either whether I use width { expand
} on the second cell, either.  The outline of the cell appears to extend to
the right margin, but the contents don't follow.
