Sure, but

* There would not be the guarantee that the options chosen
  work well with the font, as there is now with @Underline

* These kinds of underlines would not allow the text above
  them to break over more than one line, nor allow its
  spaces to expand as part of line breaking, as @Underline
  allows now.

That's why I called this kind of thing a hack.  You can
use the @Diag package now to draw a double underline.
