You won't be able to express this exact requirement in Lout.
Lout has a builtin paragraph breaker, and there is no option
for communicating something like this to it.

On the other hand, the paragraph breaker already knows that
there should be at least two words on the last line of each
paragraph, so it is doing something similar right now.  To
be precise, from memory it assigns a largish penalty when
there is only one word on the last line, so it will allow
one word on the last line only when two would lead to
something worse further back in the paragraph.
