No there isn't.  There is a way to control the height of the small
caps (see the User's Guide) but nothing more detailed.

I don't think a formula like this one could be reasonably communicated
to Lout as such; it would need to be built-in.  Which could be done if
someone wanted to argue that it was some kind of recognised standard.
