Yes, the @SysInclude for the document type should be last.  Everything
after it is treated as document's body.

You have to get lout.latin2 that has the LtLatin2.LCM (Lout home page
has a list of ftp sites).  But be warned, that the fonts, listed in
latin2.fd might not have all the necessary glyphs for latin2.  If this
is tha case for you (that is you need diacritic characters that are
not in those fonts), you can add your own fonts to latin2.fd.  Check
comments at the top for the format.
